District of Columbia Sweepstakes Casinos: Are They Legal?
District of Columbia sweepstakes casinos require a product-specific assessment under OLG’s guidance. Genuine promotional sweepstakes can avoid gaming licensure, while indirect consideration, unequal free entry and casino-style operations remain material questions. A legislative hearing is not enactment.

District of Columbia sweepstakes casinos: OLG’s distinction between genuine promotions and casino models
The District’s Office of Lottery and Gaming explains that properly structured sweepstakes are promotional contests that do not require gaming licensure. Its February 2026 oversight response also warns that nominal free entry and website access do not determine a casino-style product’s legality. The agency asks whether free participation is genuine and equivalent, and whether direct or indirect consideration remains in the actual arrangement.

District of Columbia sweepstakes casinos: a hearing record is not an adopted internet-gaming system
The May 4, 2026 hearing for B 26-0656 concerns proposed internet-gaming legislation. This page does not convert that hearing into an enactment claim. Conditional operator cards instead compare first-party eligibility terms under the existing evidence. They are not OLG endorsements, and they cannot resolve whether a particular currency, purchase flow or prize mechanism satisfies the District’s case-by-case analysis.

District of Columbia questions about OLG’s distinction between genuine promotions and casino models
Does DC require a gaming license for every genuine sweepstakes?
OLG’s FY 2026 oversight response says properly structured promotional sweepstakes do not require gaming licensure. That statement comes with a substantive analysis of free entry, consideration and actual operations; it does not approve every site using a sweepstakes label.
Did the B 26-0656 hearing itself legalize DC internet casinos?
A public hearing documents consideration of a proposal. The cited May 2026 hearing page does not by itself prove that an internet-gaming framework was enacted. Legislative adoption would need its own official record.
