Colorado requires two pieces of evidence to be read together. The Prize Promotions Act recognizes qualifying sweepstakes while protecting nonpurchase entrants, but excludes arrangements that are otherwise unlawful. The 2014 Attorney General opinion rejected the particular product-linked sweepstakes-café structure it examined. Neither source should erase the other: an ordinary promotion category does not decide the treatment of every paid dual-currency game.

SB 26-163’s August 12, 2026 effective date relates to expanded investigation authority at suspected unlicensed premises. It is not a new blanket approval or classification of remote coin websites. The conditional operator comparison on this page describes published availability only. Each free-entry route still needs substantive review, including whether purchasers receive advantages and whether the underlying activity is otherwise prohibited.

No. Its recognized sweepstakes category excludes otherwise unlawful arrangements and imposes conditions on consideration and nonpurchase participation. The 2014 café opinion supplies contrary context for the purchase-linked model it analyzed.

Did SB 26-163 create Colorado online-casino permission?

The cited measure concerns gaming regulation and premises-investigation powers, effective August 12, 2026. It should not be presented as a new sweepstakes-casino licensing law. Operator rules that include Colorado remain availability evidence, not state approval.
